Strong Santa Ana winds are blowing to the South to prevent a low pressure system from moving onshore and delivering needed rain from the South.
Also, very heavy aerosol spraying is occurring to maintain a 15% Relative Humidity which will ensure no rain. This very low RH along with the high pressure is stalling the rain's arrival. Only 0.5" is forecast over a three day period according to the weather people on television.
More obvious weather manipulation on display today as a phased array microwave transmitter leaves its right angle imprint on the 996mb storm offshore to the West which is moving more in the direction toward the West Coast than NNE, as charts now indicate.
The transmitter is effectively separating the storm's frontal system from the core to weaken it.
The previously 'dry' upper level low pressure system that was stalled in place for a couple of days is now moving NNE toward Southern CA with a lot of moisture and rain potential.
It's in the hands of the criminals if we'll get much rainfall to end the drought in Southern California.
