Note the HAARP Hawaii Picture.
It is a Hugh converted portable ocean oil drilling platform with a HAARP projector under the white dome.
It and others like it can be located anywhere in the ocean to create high pressure systems where needed.
The same white domes can be seen stationary every mile or so on a stretch of highway 395 in California on hills as you drive up to Mammoth Mountain .
It is speculated that they are being used to maintain the high pressure system holding back rain in California...
